The Altadena Rebuild Process: What's Different
1. LA County, Not City of LA
Altadena is unincorporated, so your permits come from LA County DPW Building and Safety with planning review by LA County Regional Planning. Post-Eaton Fire, LA County opened a dedicated Disaster Recovery Center in Pasadena with streamlined intake for rebuilds. Plan-check patterns differ from LADBS — for example, LA County emphasizes different structural documentation standards and has its own hillside management ordinance.
2. AB-1893 & Local Like-for-Like Ordinances
California AB-1893 and related LA County Eaton Fire ordinances expedite like-for-like rebuilds. Qualifying homes rebuilt within 110% of prior footprint and height get priority plan-check, waived certain entitlements, and in some cases reduced fees. If you want a materially larger home, you'll go through a longer discretionary review — we'll help you decide whether the added time is worth it.
3. Hillside Management Ordinance (HMO)
Altadena's foothill properties fall under LA County's Hillside Management Ordinance, which limits grading, floor area on steep slopes, and certain design elements. We run HMO calculations and slope-density analysis before drafting plans so your design fits within the envelope from day one.
4. Historic Preservation Review
Portions of Altadena — including Janes Village and parts of the Meadows — have historic character expectations. LA County's Office of Historic Preservation may review rebuilds for compatibility with prior structure massing, roofline, and street-facing materials. Skipping this review is a common way to get a plan kicked back.
5. Chapter 7A & Wildland-Urban Interface
Altadena's northern neighborhoods (La Viña, Millard Canyon, Chaney Trail, upper Altadena Drive) sit in a Very High Fire Hazard Severity Zone. Chapter 7A applies: Class A roofing, ember-resistant venting, ignition-resistant siding, dual-pane tempered windows, non-combustible decking within 10 feet. We build to these specs standard.
6. Debris, Soil, and Water-System Coordination
Army Corps of Engineers Phase 2 debris removal was coordinated through LA County. Soil testing afterward is required before foundation work. Altadena's Lincoln Avenue Water Company and Las Flores Water Company service areas both require utility coordination for new service applications after total loss — different from LADWP-served properties.
